An application form for membership was available for all attendees to become new members.

·         Odean Gass motioned to “Suspend Article III, Section 1, of the by-laws pertaining to the annual meeting being held in the third week of January and motioned that this meeting be for that purpose” – seconded by Fred Rose – Approved.

 

·         Odean Gass motioned that “Most of the known members were either mailed notice of had the opportunity to see the notice by virtue of the several public postings, radio, and newspaper notices all available more than 10 days before today and that a quorum of 10% of the voting members are present” – seconded by Fred Rose—Approved.

 

Guy Anderson and Stephen Grigory made a presentation concerning what affects the Guadalupe River flow in the Spring Branch area.

 

John Hohn, attorney, reviewed the pending TNRCC filings for pumping diversions that affect GRA members.  A brief overview of a TNRCC hearing was explained.  The first hearing is scheduled for February 21, 2001 in the Comal County Commissioner’s Courtroom at 10 AM contesting the TNRCC permit for Southerland Properties.

 

David Welsch, engineer with GBRA, explained surface water appropriation process regarding senior water rights.  The United States Corp of Engineers control Canyon Lake outflows when the lake level is above 909.  GBRA controls the outflow when the lake is below 909.  Mr. Welsch answered questions from the attendees.  TNRCC regulates water diversion for beneficial use.
